In a mixing bowl, sift the flour, cocoa powder, cornstarch, and salt. Set aside.
½ cup All-purpose flour, ½ cup Dutch process cocoa powder, 1 tablespoon Cornstarch, ½ teaspoon Salt
Using a mixer with a whisk attachment, combine sugar, powdered sugar, and eggs. Beat on high for 1 minute.
¾ cup White granulated sugar, ¼ cup Powdered sugar, 2 Large eggs
Add in melted butter, oil, and vanilla. Mix on low until just combined. Add in the dry ingredients. Mix on low until just combined. Scrape the bowl. Mix lightly with a rubber spatula. Add in the chocolate chips.
¼ cup Oil, 4 tablespoon Unsalted butter, 1 teaspoon Pure vanilla extract, 1 cup Semi-sweet chocolate chips
Pour brownie batter in the pan. Spread evenly.
Flatten cookie dough into small discs. Place on top of the brownie batter. Bake for 30-38
Let it cool completely before removing from the pan and serving.
